It is a technical engineering department. It is a vital and active department, and is considered one of the most important departments administratively and technically linked to the Office of the Assistant President for Administrative Affairs. It was established to promote the university’s construction process, supervise and monitor the implementation of rehabilitation, expansion, and development projects, and construct university buildings. This serves the academic and scientific progress and provides a suitable educational environment for students to continue their educational journeys smoothly. It also creates a successful environment for faculty interaction with students and achieves sound educational goals. The Construction and Projects Department is of great importance in handling the university’s investment and development projects.
The Construction and Projects Department and its Structures:
The Director of the Construction and Projects Department
Manages and supervises the management of the department, including all its technical and administrative activities, divisions, and units. He has the authority to direct the implementation of work, define duties, and distribute department tasks to all department employees, each according to their specialization.
Administrative Unit
The department’s administration includes the office of the Director of the Construction and Projects Department, which includes the director and office staff. The office administration performs all office tasks and duties, as well as the department’s administrative work, in addition to other tasks related to technical and administrative work.
Project Planning Division
The responsibilities assigned to the Project Planning Division are:
Examining and receiving plans and bills of quantities and submitting them to the implementing agency.
Preparing economic and technical feasibility studies for projects.
Preparing general project descriptions and providing engineering consultations.
Supervising project implementation and ensuring their compliance with plans.
Archiving project plans and files.
Receiving plans from the designing agency and submitting them to the implementing agency.
Preparing engineering requirements for planned projects.
Project Follow-up Division
The responsibilities assigned to the Project Follow-up Division are:
- Monitoring all ongoing university projects and recording the progress rate and schedule.
- Receiving, reviewing, and recording progress reports for all projects within the department, maintaining this feasibility study on an ongoing basis, relying on field visits to projects and recording the completion rate.
- Presenting detailed weekly reports on the progress of projects, including actual and cumulative completion rates, deviations, observations, and obstacles, and submitting them to the department manager.
- Opening and organizing all project files.
- Receiving project images on a disk that includes all project work phases.
- Monitoring and recording project completion dates, initial and final acceptance dates.
- Determining the date for entering projects into late payment penalties and calculating their amounts.
- Preparing lists, accounting reports, and schedules that the Ministry may request for projects, as well as reports.
- Following up on the rehabilitation of all service facilities, infrastructure, courtyards, and gardens at the university’s Abu Ghraib site.
Project Implementation Division
The tasks assigned to the Project Implementation Division are:
- Field visits to project sites and monitoring the progress of work in the field.
- Discussing with the project’s resident engineers about the implementation method according to the project plans and bills of quantities.
- Follow up on all laboratory tests of construction materials with the Resident Engineer’s Department and prepare official bi-monthly reports for these tests.
- Follow up on the progress of the hidden acreage committees for projects and acreage audit committees and prepare official reports based on the minutes submitted and audited by the committees formed for this purpose.
- Respond to all official letters received by the division from the Ministry, the University, or the Resident Engineer’s Department for projects.
- Express opinions on problems impeding the implementation and progress of projects, if requested by the Resident Engineer’s Department.
Responsibilities of the Construction and Projects Department
The responsibilities of the Construction and Projects Department are summarized in the following points:
- Preparing preliminary and planning studies for the needs of colleges and centers for facilities, new buildings, and expansions.
- Preparing preliminary, planning, and feasibility studies for college and center projects and new housing projects.
- Preparing studies related to technical requirements and following up on the preparation of the annual investment budget and operational budget for buildings and their maintenance.
- Preparing the necessary designs and documents for the implementation of new buildings, expansions, and modifications, as well as maintenance work reports.
- Providing technical advice to diagnose and resolve urgent operational technical problems in colleges and other university facilities related to buildings, their electrical, plumbing, and air conditioning services.
- Technical supervision of all building contracts and other construction work implemented under the investment budget, as well as maintenance work implemented from the current budget, and participation in the supervision and receipt of work directly implemented by colleges and institutions.
- Forming direct implementation committees (secretariats) for work requiring rapid or specific procedures and with limited implementation costs.
- Preparing studies and designs for multiple projects for various buildings within university facilities.
- Preparing all necessary investment plan documents and preparing to commence projects upon their referral.
- Auditing and following up on progress reports on referred projects, taking appropriate action, monitoring work stoppages that occur during implementation, and providing appropriate solutions to address them and resume work. Studying and issuing orders regarding additional periods that are outside the contractor’s responsibility.
- Study and audit advances submitted by contractors for completed work, confirm eligibility, and refer them to the Administrative and Financial Affairs Department for necessary action.
- Formulation of the initial handover and acceptance committees after receiving the work completion report. Follow-up on the completion of the initial acceptance deficiencies by the work supervision committee.
- After the project’s maintenance and warranty period is completed, a final acceptance committee is formed to ensure that the contractor has completed the initial acceptance deficiencies. If no new deficiencies are found, the insurance is issued and the work is finally accepted.
- Follow up on requests received from relevant authorities regarding deficiencies and malfunctions in service networks and central air conditioning units. Conduct on-site inspections by specialized engineers, prepare an estimate of maintenance and repair requirements, and follow up on referral and implementation procedures.
- Follow up on administrative work for all department members (vacations, absences, promotions, etc.) with the Administrative Affairs Department at the University Presidency.
